Sófia is one of the oldest cities in Europe, grown into layers, so you can actually walk from empires to kingdoms, and from wars to democracy. Is not as charming as Paris or Rome, but has an interesting history and strong personality. Probably not the first place that comes to mind when planning a visit to the Balkans, but worth the shot.
